Hammant and Morgan circuit control unit. You need a transformer to go with this, to provide 12V input. This is a museum piece (instruction sheet uses pre-decimal currency!) but it hasn’t been used a lot and works fine. (Works with a car battery charger.) Dispatched with Royal Mail 2nd Class.
