This signal/semaphore is part of the Faller E-Train O gauge series of products numbered 3847.
It consists of a sliding lever on the base which operates the signal and also enables/disables the circuit in the rail to stop or start the train at the signal.
In the last two pictures you can just see two sub-sections of rail at either end which are joined together by some copper strip below the sleepers. The signal lever makes a connection between the copper strip and the isolated rail between the two sub-sections.
